Remit of the Finance and Premises Committee

 

 

Membership:    Shall not be less than four Governors (one of which must be the Health and Safety Governor) plus the Head.

The Committee may make recommendations to the Governing Body for co-option of non-governor members.

Quorum:          Three Governors which may include the Head.

 

Finance – Delegated Powers

 

To act of behalf of the GB on:

 

  • To assist the Governing Body to ensure the overall aim and focus of the school is to provide the highest quality of provision, both human and physical, to support the development of pupils in school.
  • Financial Policy statements as detailed in the Finance Policy, including long-term planning and resourcing.
  • Levels of financial delegation and monitoring such delegated powers within the set budget for each cost centre.
  • An annual Financial benchmarking exercise.
  • The awarding of contracts.
  • Budget monitoring (with the Headteacher) at least monthly.
  • Expenditure patterns, ensuring that educational outcomes, cost effectiveness criteria and financial implications inform decision making.
  • The auditing arrangements for school fund and other voluntary funds annually (Spring term) to ensure funds are properly audited.
  • LA auditors’ reports on the school budget.
  • Activities to generate income with the Headteacher.
  • Ensuring financial benchmarking takes place at least annually.
  • To undertake the Schools Financial Value Standard annually.
  • To consider curricular issues which have implications for Finance and Personnel decisions and to make recommendations to the relevant committee of the Governing Body.

Other responsibilities

 

To consider and make recommendations to the GB on:

 

  • A budget for the year based on development priorities (eg School Development Plan).
  • Policies on charging and remissions, debtors and disposal of equipment.

Premises – Delegated Powers

 

To act of behalf of the GB on:

  • To provide support and guidance for the Head and consider all matters relating to the premises and grounds, including security and health and safety matters.
  • To inspect the premises and grounds termly and prepare a statement of priorities for maintenance and development for the approval of the Governing Body.
  • To approve the costs and arrangements for maintenance, repairs and redecoration within the budget allocation and refer spending above agreed limits to the finance committee.
  • To oversee the preparation and implementation of contracts, including for cleaning, and grounds maintenance, and ensure Best Value principles apply.
  • To ensure that the Governing Body’s responsibilities regarding litter are discharged according to the Environmental Protection Act 1990.
  • To prepare a lettings and charges policy for the approval of the Governing Body and to monitor its implementation.
  • To ensure any necessary liaison with the CSA and Diocese regarding premises issues.
  • To consider and make arrangements on risk management issues.
  • To ensure that recommendations for action following inspections and audits are satisfactorily carried out.
  • To ensure premises insurance arrangements are adequate.

Membership

  • Further, for this committee to be quorate there must be at least 1 non-school based Governor in attendance.
  • The Chair for the academic year will be decided at the first meeting.
  • Voting rights shall be restricted to members of the Committee.
  • The Committee shall have the right to involve other Governors and members of staff as and when agreed.
  • The quorum for the meetings shall be 3 members of the Committee.

 

Review

All of the above to be reviewed by the Governing Body at their first meeting of the year.

Remit of the Personnel & Staffing Committee

Personnel & Staffing – Delegated Powers

 

To act on behalf of the GB on:

 

  • The school’s approach to the development embedding of the unique culture of the school – linked to the school’s vision, mission, values and behaviours, leadership, roles and responsibilities, systems and processes for effective working, staff and parent support programmes.
  • Communications and engagement processes with all stakeholders of the school (Staff, parents, Carers, CSP, parish members, governors and partner organizations or groups) which support openness and transparency.
  • The staffing establishment and structure, based on the Headteacher’s recommendations, the school development plan and resources available.
  • Actions following personnel advice provided by the school’s HR provider (Bradford Council).
  • Implementing the procedures for the management of change and staff issues.
  • The school’s compliance with statutory obligations regarding employees.
  • Consultation procedures with recognised trade unions.
  • A Whole School Pay Policy, in consultation with staff and reviewed annually, including recruitment, selection procedures, retention, remuneration, performance criteria, discretionary elements, annual reviews, equal opportunities and conditions of service.

 

The GB may also delegate the following to the committee, although these responsibilities would normally be delegated to the Headteacher.

 

Other responsibilities:

 

To consider and make recommendations to the GB on:

 

  • Procedures for dealing with the management of change, including redundancy and redeployment.
  • Procedures for dealing with staff issues, including grievance, capability, suspension, discipline, dismissal and redundancy.
  • A leave of absence policy, including any delegation to the Chair or Headteacher.
